Dear Mr. Helfrich:
Enclosed 4 9 mailgram dated May 7,1981 from Edlow InternatiJnal Company reouesting an amendment to license XB001091 to allow the customer to reexport a.15 microgram source of Californium-252 to India. The sour.;a will be used by the Indian Geological Survey.
Although the reexport of the Californium-252 falls within the proposed general license limits which NRC can process generically, the request is being forwarded for ExecuMv? Branch review in light. of preserd concerns regarding India. We would appr.clate your views, in accordance witn established procedures as to whether the proposed reexport to India meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of.1978.
