Thank you for your 1htter of March 24, 1981, enclosing corres;cndence from Sandra R. Woodr, crit.ical of prepcsed NRC regulations aimed at expediting the NRC learing process for nuclear power plants.

The preocsed amencr.ents to Part 2 of the NRC regulations have been published for public comment. The amencments, if adopted, should permit mere timely cent.'uct of NRC hearings.

The 'Corrnission believes tnere is a need fer expedited hearings in order to mitigate the cost of delay to utilities and, ultimately, the rate payers. Fellowing the accident at Three Mile Island, mest of the NRC s:sff reviewing license applicatiens were reassigned to other tasks relating to tne accident. As a direct result of these reassignments, it has recently beccme a: parent nat if the licensing process is not altered, c:nstruction cf a number of plants en which adjudicat:ry hearings are being held will be completed prior t the completien of the hearings.

The cost of letting these plants stand idle for as long as.a year after construction is completed could run into billions of dollars.

Please be assured that Ms. Woods' comments will be consicered before promulgation of a final rule.
