Subject:
Equipment Environmental Qualification Program As agreed upon in the April 23, 1981 meeting between the Nuclear Regulatory Commission and The Detroit Edison Company, we hereby submit a description of our Equipment Environmental Qualification program including a schedule of completion for your Safety Evaluation Report.
Our equipment qualification assessment program is being performed by a team composed of Wyle Laboratories and NUTECH Incorporated.
Since our CP SER was issued prior to Jrly 1, 1974, this program is based on the requirements set forth in Category II of the NRC "NUREG-0588 for Comments".
The scope of our program consists of:
1.
Class 1E Equipment List:
which lists all safety-related systems, subsystems and components in the FSAR that are located in harsh environments and are required to perform the safety function during a LOCA or HELB.
In addition, it will also list display instruments and source devices that are required in emergency opera-ting procedures.

Status of Equipment Qualification:
Several sources will be utilized to determine the equipment qualifi-cation status:
e Fermi 2 available environmental test reports e Tests availabile from other utilities via the EPRI Equipment Qualification Data Bank (EQDB) and the Utility Equipment Qualification BWR Owners Group.
All test data will be summarized in the Qualification Summary Reports (QSRs) and documented at our site Document Control Center as our Central File.
3.
Evaluation:
All test data will be reviewed against requirements of the NUREG-0588 Category II and Fermi 2 environmental conditions.
Qualification Evaluation Reports (QERs) will be documented as evidence of the evaluation.
4.
Deficiencies and Resolutions:
All deficiencies will be identified and corrective actions will be taken.
Detroit Edison is a member of the EPRI-Utility Equipment Qualification Advisory Group as well as the EPRI-Utility Equipment Qualification BWR Owners Group.
Current programs of these groups include cooperative environ-mental qualification programs.
Detroit Edison plans to join the groups to requalify the components containing identified deficiencies.

The NRC Submittal:
Complete information required by the NRC February 21, 1980 letter will be submitted by July 31, 1981.
The submittal format will contain information required on the sample format which was attached to the February 21, 1981 letter.
This submittal will include:
a list of all Class 1E equipment exposed to harsh environments and the status of their qualification.
All identified deficiencies will be resolved before the Operating License.
