Dear Mr. Rappoport:

This~ is in response to your letter dated April 1,1981, in which you requested, pursuant to the Freedom of Information Act, certified copies of any and all documents and information pertaining to the nuclear incident on July 24, 1964, at the United Nuclear Corporation.

During a telephone conversation between you and Linda Robinson on April 15, 1981, the scope of your request was narrowed to the following records which are enclosed.

1.

Four-volume " Compliance Investigation Report" by Division of Compliance, Region I.

Volume 1

- Report Details Volume 2 - Exhibits Volume 3 - Supplemental Report with Exhibits Volume IV - Final Report and Exhibits 2.

" Report of the AEC Technical Review Committee" dated November 6, 1964.

Portions of the four-volume report have been deleted in order to withhold amounts of radiat'en exposure sustained by certain individuals and related information (e.g. blood pressure) on their physical condition as well as hospital reports.

Because disclosure of this information would constitute a clearly unwarranted invasion of personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6).

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production cr disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Victor Stello, Jr., Director, Office of Inspection and Enforcement.

This denial'may be appealed to the Comission's Executive' Director for

. Operations within 30 days from the receipt of this letter.

As provided in'10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U. S. Nuclear Regulatory Comission, Washington, DC 20555,' and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision".

The charge for copying records is five cents ($0.05) per page, as specified in10CFR9.14(b). Accordingly, the cost of copying the enclosed 626 pages is $31.30.

Please send a check made payable to the U. S. Nuclear Regulatory Comission in the amount of $31.30, along with a copy of this letter, to the Director, Division of Rules and Records, Room MNBB-4210, U. S. Nuclear Regulatory Comission, Washington, DC 20555.
