SUMARY OF MEETING - ASYMETRIC LOCA LCADS -
UNRESOLVED SAFET( ISSUE A-2 Representatives of the Owners' Gmup of Combustion Engineering, Inc.
nuclear power plants and the Nuclear Regulatory Comission (reference - meeting attendees) met in Bethesda on April 15, 1981.
The punose of the meeting was for the Owners' Group to provide the status of their progress in preparing responses to the NRC request for information dated February 23,1981. A member of the NRC provided additional clarification of a number of the requests for the Owners' Group. They were to be discussed during the meeting in sufficient detail to assure that the responses to NRC questions were sufficient to enable cogletion of the NRC evaluation of Asymetric LOCA Loads for C.E. PWRs. The agenda for the meeting included the staff's requests related to the following areas:
e Overview and Selection of Pipe Breaks e Mass & Energy Releases & Steam Generator Compartment Pressures e Reactor Cavity Pressures e Thennal Hydraulics e Pipe Break Parameters & RCS Analysis e Acceptance Criteria. ECCS Piping & Control Element Drive Meenanisms e Reactor Internals & Fuel The presentation by the Owners' Group, utilizing about one hundred different viewgraphs, followed the planned agenda. Copies of the view graphs were distributed to the NRC representatives and are avail-able for review by contacting the undersigned. The information in these visual aids will be included in the final report of the Owners' Group.
The C.E. Owners' Group representatives, in conclusion, noted that:
e Fort Calhoun is the only CE plant that uses stainless steel primary coolant piping.
In this respect, it is similaF to Westinghouse plants a d the licensee is n
therefore a participant in the Westinghouse Owners' Group.that is addressing "Asynsmtric LCCA Loads" issue.

. IW i e The CE Owners' Group report on " Asymmetric LOCA Loads" will be submitted for NRC review and evaluation prior to August 1,1981.
e The probability of a contined loss of coolant acep' nt and safe shutdown earthquake is 1.6 x 10-The NRC position that requires conbined loads appears to be in conflict with NUREG/CR 89 dated January 1981. The report, to be submitted prior to August 1,1981, considers LOCA only, i.e.,
it does not combine LOCA and SSE.
The NRC representatives consnitted to inform the Owners' Group within two weeks if the Asynmetric LOCA Loads basis for analysis is unacceptable.
