In accordance with Section 3507 of Public Law 96-511 of December 11, 1980 and regulations of the Office of Management and Budget, I am enclosing for the review of OMB copies of Standard Form-83 and the Supporting Statement covering reporting and recordkeeping requirements of NRC Forms 171,171 A and 1718. In accordance with NRC's procedures, nly staff has made an independent review of the practical utility and necessity for the proposed information collection and we are in concurrence with this proposal. Justification (1) As indicated in 10 CFR 0.7, various Nuclear Reaulatory Commission (NRC) documents are made available to the oublic throuah the Public Document Room in Washington, DC. In addition to ensuring accessibility to read-ing the documents, the NRC has a contractor orovide reproduction services to the public. Althouah individuals may utilize the contrac- . tor's coin operated cooyino machine or the NRC microfiche reader-l printers, they often recuest the contractor to perform the reoroduction. Three separate forms are reaufred due to the different electro-mechanical processes necessary to complete the three different reoroduction services recuested by the oublic. In addition, if all the reouests were olaced on one form, the sinale form would be too long, or the small print would create an eye strain for the oublic, or a delay would occur on some of the completed reauest orders. The latter is due to the different turnaround times due to the volume of items on a given reauest and to the different manual and electro-mechanical processing technioues reauired to complete the three types of recuests -- copying pages, duplicatino microfiche or aperture cards, and providing blowbacks (cacer copies) from a film imaae. (2) These three forms are completed by the public or by the Public Document Room personnel in response to duolication reauests for which the contrac-tor's services are to be utilized. The specific data on these forms permits the contractor to reoroduce the correct items, to contact the reauester when oroblems arise, and to orovide a hill for services rendered. The recuester maintains a cooy for his records, the contractor returns a cooy with the comoleted reauest, and the third copy is maintained by the contractor in reauest order number secuence in case a cuestion arises concernina a service oerformed within the past month. The NRC maintains no records of the completed reauest forms. The contractor orovides the Public Document Room each month with a statistical summary recort consistina of the number of oaoes, microfiche, and acerture cards reproduced the previous month. This data will be utilized by the NRC in its annual recort to Concress. (3) Only the reauester can sucoly the data concernina the items to be replaced. 2. Description 'of ~ survey olan (1) The reauesters are members of the oublic who wish to have documents reproduced. It is exoected that there will be 8,000 reauesters completina annually form NRC-171,1,000 recuesters for NRC-171A, and 2,000 requesters for NRC-1718. I 5 m.., -.-+---*.-e

The company maintains copies in request order number sequence, in a locked file cabinet in case a question arises concerning a service they performed within the past two months,af ter which they are then destroyed. 3. Time schedule for data collection and publication The forms are completed whenever the requester desires reproduction service. 4. Consultations outside the agency There were no formal consultations outside the agency with regard to the three forms. 5. Estimation of respondent reporting burden After determining which NRC documents are of interest, the requester will spend approximately four minutes on each form. (a) With 8,000 requesters annually completing form NRC-171, there will be a 553 man-hour burden annually; (B) for the annual 1,000 requesters for form NRC-171A, there will be an annual 66 man-hour burden; (C) for the annual 2,000 requesters for form NP.C-171B, there will be an annual 133 man-hour burden. 6. Estimate of cost to Federal Government The costs of preparing and printing the forms is estimated to be $2,000 to the government. 7. Confidentiality of information The information obtained is available in accordance with 10 CFR 9 of the regulations.

Justification l Section 210 of the Energy Reorganization.Act of__1974,. as amended.. stated that "the Comission shall develop a plan providing for specification and analyses of Unresolved Safety Issues relating to nuclear reactors and shall take such action as may be necessary to implement corrective measures with respec Ltc such. issues.- Such-plan shall be submitted to the Ccngress on or before January 1, 1978 and progress reports shall be included in the annual report of the Comission thereafter." Thus, an Unresolved Safety Issue is a special category of generic safety issues. An " Unresolved Safety Issue" (USI) is defined as a matter affecting a number of nuclear power plants that poses important questions concerning the adequacy of existing safety requirements for which a final resolution has not yet been developed and that involves conditions not likely to be acceptable over the lifettme of the phnt - The NRC has developed a procedure {see NUREG-0705) for screening various generic issues to determine which issues should be considered by the Comission for approval as USIs. The staff's proposed issues are reviewed and commented on by the Advisory Comittee on Reactor Safeguards (ACRS), the Office of Analysis and Evaluation of Operational Cata (AE00) and the Office of Policy Evaluation (OPE). The ACRS and AE00 have also proposed issues-to be_ considered--by-the-- Comissten. The Comission considers the above infomation and makes the final approval of which issues shall be designated as i USIs. The issue of Station Blackout has been designated USI A-44..The purpose of this USI is to establish the safety significance of an, event resulting in a loss of all alternatirg cue *ent per and te consider the need for any specific changes accordingly. Part of the USI A-44 effort is directed toward detemining the reliability of the onsite standby diesel generators. The information to be 1 requested will be reviewed by the staff to make an accurate determination of operating experience, and to enable a wrrect aYsesTmeinfor which plants may require any improvements found to be necessary. The staff has obtained all available information on the subject and is requesting only that additional infomation.needed to provide a sound basis for such a detemination. 2. In this regard, issues approved as Unresolved Safety Issues have been identified as those posing important questions concerning the adequacy of existing safety requirements. Accurate information on onsite sources of AC power is required to crocerly assess the reliability of this equipment. This information is also needed to determine the extent of any backfit requirement that may result upon technical resolution of this USI.

The purpose of this work is to establish the safety significance of an event resulting in a loss of all alternating current power and, if significant, to consider the need for any specific changes. Over the past several years information requests have been femarded which requested information that is being used in the USI analysis. Your interest and cooperation in the past has been appreciated. At this time the USI A-44 effort is being directed toward determining the reliability of.the onsite standby diesel generators. The enclosed questionnaire has been prepared to provide accurate operating experience to serve as a basis for such a determination. More specifically, its purpose is to obtain more detailed data than were available in previous diesel generator studies such as AEC-00E-ES-002, NUREG/CR-0660, and NUREG/CR-1362. The questionnaire (enclosure 1) requests information in tabular fonn and solicits data for the years 1976 through 1980, inclusive. There are four tables enclosed: (1) Diesel Generator Operations Data, (2) Diesel Generator Scheduled Down Time Record, (3) Diesel Generator Unscheduled Down Time Record, and (4) Onsite Emergency Diesel Generator and Auxiliary Equipment Modification Record. Also enclosed are examples of completed tables as well as a clarification-of what should be entered.
