In accordance with Section 3507 of Public Law 96-511 of December ll,1980 and regulations of the Office of Management and Budget, I am enclosing for the review of OMB copies of Standard Form-83 and the Supporting Statement covering reporting and recordkeeping requirements of NRC Forms 171,171A and 1718.

In accordance with NRC's procedures, rqy staff has made an independent review of the practical utility and necessity for the proposed information collection and we are in concurrence with this proposal.

We have also reviewed for duplication and found no similar requirement in the agency. Therefora, we are transmitting this material for appropriate OMB review and approval.

SUPPORTING STATEMENT FOR (a) NRC 171 00CUMENT DilDLICATION REnUEST (b) NRC 171A MICROFORM OUPLICATION REnUEST (c) NRC 171B MICROFORM BLOWBACX REnUEST 4

1.

Justification (1) As indicated in 10 CFR o.7, various Nuclear Reculatory Commission (NRC) documents are made available to the oublic throuch the Public Document Room in Washington, DC.

In addition to ensuring accessibility to read-ing the documents, the NRC has a contractor provide reproduction services to the public. Althouah individuals may utilize the contrac-l tor's coin operated cooyino machine or the NRC microfiche reader-printers, they often reauest the contractor to perform the reproduction.

Three separate forms are reauired due to the different electro-mechanical processes necessary to complete the three different reoroduction services reauested by the oublic.

In addition, if all the reouests were olaced on one form, the single form would be too long, or the small print would create an eye strain for the oublic, or a delay would occur on some of the completed reauest orders. The latter is due to the different turnaround times due to the volume of items on 3 given recuest and to the different manual and electro-mechanical processina techniques reouired to comolete the three types i

of reauests -- copying pages, duplicatina microfiche or aperture cards, and providing blowbacks (Daoer copies) from a film imace.

(2) These three forms are completed by the oublic or by the Dublic Document Room personnel in response to duolication reauests for which the contrac-tor's services are to be utilized. The specific data on these forms i

permits the contractor to reoroduce the correct items, to contact the recuester when problems arise, and to orovide a bill for services i

rendered. The reauester maintains a copy for his records, the contractor returns a cooy with the comoleted reauest, and the third copy is maintained by the contractor in reauest order number secuence 1

in case a question arises corcernina a ser/ ice oerformed within the past month. The NRC maintains no records of the completed reauest I

forms. The contractor orovides the Public Document Room each month with a statistical summary recort consistina of the number of oaaes, microfiche, and aperture cards reproduced the previous month. This data will be utilized by the NRC in its annual report to Concress.

Descriotion of' survey olan (1) The reauesters are members of the oublic who wish to have documents reproduced.

It is exoected that there will be 8,000 reauesters completina annually form NRC-171,1,000 recuesters for NRC-171A, and 2,000 requesters for NRC-1718.

(4). Literature Research Company of Annandale, VA, performs the reproduction services requested by the public.

The company maintains copies in request order number sequence, in a locked file cabinet in case a 4

question arises concerning a service they performed within the past two months,after which they are then destroyed.

Time schedule for data collection and publication The forms are completed whenever the requester desires reproduction service.

Consultations outside the agency There were no formal consultations outside the agency with regard to the three forms.

Estimation of respondent reporting burden After determining which NRC documents are of interest, the requester will spend approximately four minutes on each form.

(a) With 8,000 requesters annually completing form NRC-171, there will be a 553 man-hour burden annually; (B) for the annual 1,000 requesters for form NRC-171A, there will be an annual 66 man-hour burden; (C) for the annual 2,000 requesters for form NRC-171B, there will be an annual 133 man-hour burden.

Estimate of cost to Federal Government The costs of preparing and printing the forms is estimated to be $2,000 to the gevernment.

7.

Confidentiality of information The information obtained is available in accordance with 10 CFR 9 of the regulations.
