4 ENCLOSURE SEQUOYAH NUCLEAR PLANT I.C.6 - Verify Correct Performance of Operating-Activities TVA Response The following actions are required by plant administrative procedures for systems and components considered by TVA to be important to safety.
(a) The alignment is verified before unit startup.
(b) Changes in the alignment are recorded on a system status sheet.
(c) Shift persoanel being relieved are required to communicate information on any abnormal plant condition including temporary conditions.
(d) Operability is demonstrated before a system is returned to service. A system, subsystem, train, component or device is considered operable or to have operability when it is capable of performing its specified function (s), and when all necessary attendant instrumentation, contro's, normal and emergency electrical power sources, cooling or seal water, lubrication or other auxiliary equipment that are required for the system, subsystem, train, component or device to perform its function (s) are also capable of performing their related support function (s).
(e) Approval by the shift supervisor or an authorized SRO is required before the performance of any activity on any system TVA considers important to safety or any activity that may affect these systems.
The shif t supervisor or the authorized SRO is notified when an activity authorized to be performed on a system TVA considers to be important to safety is completed or a change occurs in the scope of the activity. The shift supervisor or an authorized SR0 will determine the need for any verificttion of lineup.
Plant operating instructions require completion of a startup checklist before unit startup. This checklist is used to verify correct alignment of systems considered by TVA to se important to safety.
In addition, alignment of these systems are reviewed each shift. Any time a critical component is changed from its normal position or condition, a system status sheet is completed and placed in a system status folder.
Panel checklists are reviewed each shif t to verify proper panel alignment exists.
TVA has completed the review of plant instructions and made the necessary changes.
The verific sion function can be adequately performed by an assistant unit operator (AUO) and the use of licensed unit operators is not necessary.
The AUO has sufficient, training and familiarity with plant systems to ensure correct system alignment, and this policy will allow the licensed operator. to remain in the control room.
