S. Nuclear Regulatory Commission (.the Commission) has issued Amendment l'o. 59 to Provisional Operating License No. DPR-19, and Amendment No. 52 to Facility Operating License No. DPR-25, issued to Commcnwealth Edison Company, which revised the Technical Specifications for operation of the Dresden Nuclear Power Station, Unit Nos. 2 and 3, located in Grundy County, Illinois. The Commission has also issued Amendment No. 70 to Facility Operating License No.

DPR-29', and Amendment No. 64 to Facility Operating ' License Mo. DPR-30, issued to Commonwealth Edison Cdmpany and Iowa-Illinois Gas and Electric Company, which revised the Technical Specifications for operation of the Quad-Cities Nuclear Power Station, Unit Nos. I and 2, located in Rock Island County, Illinois. The amend-ments are effective as of the date of issuance.

The amendments authorize changes to the Technical Specifications which will allow reactor power ascension to proceed along a modified power / flow line.

The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Conmission's rules and regulaticns.

The Commission has made appropriate findings a required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

7590-01 The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(. ). an environmental impact statement, or negative declaration 4

and environmental impact appraisal need not be prepared in connection with issuance of these amendments.
