Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Submerged Demineralizer System In our letter to you, LL2-61-0101, dated April 24, 1981, we provided to you our minimum staffing requirements for the operation of SDS.
The purpose of this letter is to provide you with our anticipated staffing level during operation of SDS, in excess of what we believe to be adequate minimum staffing. Therefore, this let.ter supplements our previous letter.
During initial SDS operations, we perceive a need to provide staffing in excess of the minimum staffing level. This additional staffing will be made up of operations personnel and engineering personnel. One additional operations person will be available to provide direct super-vision for the operation of both SDS and EPICOR-II. He will be trained in the operation of both systems. He will be either a certified Control Room Operator or a Radwaste Foreman.
Because he has the responsibility for operational suparvision of both systems (SDS and EPICOR-II) he may be at either location during the period of time that he is on shift.
He may also, from time to time, be required in the TMI-2 Control Room for discussion with the Shift Foreman and TMI-2 operators.
Additional engineering personnel will be assigned for initial SDS operatier.s. These additional personnel include Recovery Engineering personnel (design organization), Plant Engineering personnel (operations engineering), Process Support Engineering personnel (process control engit ering) and Radiological Controls Engineering personnel (health physics engineering).
It has been deemed appropriate that we supplement our minimum staffing for initial SDS operations with the above mentioned dedicated personnel to assure that not only adequate operations personnel are available fo: SDS operations, but that adequate engineering support personnel are available to characterize the process flow stream, As experience is gained with SDS operations, these support personnel can take on additional duties (other than SDS operations). However, these personnel, in addition to other personnel in the organization, will be available to support SDS operations, if required.
