The attached " Operator Requalification Program" is in response to your letter of March 18, 1981 to Dr. Wegst. Although the program generally follows the prior program as outlined in the 1975 letter of Hicks to Rausch, the amendments thereto are significant and the attachment is intended as a restatement of the program in its entirety, incorporating prior continuing understandings, as well as current understandings of the content and goals of the program.

The first paragraph of the second page is responsive to items (1) and (2) of your letter, and the second paragraph of that page is responsive to item (3) of your letter.

We hope that this program, as restated, meets with your' approval.
