Gentlemen:

This refers to the inspection conducted by Mr. A. B. Bennett of this office on January 22-23, 1981 of the activities being performed under contract for your company by the Limitorque Test Facility at Lynchburg, VA and to the discussions of our findings with Westinghouse and Limitorque personnel at the concluiion of the inspection.

This irspection was a part of the NRC's program of reviewing environmental qualification of equipment used in harsh environments of licensed nuclear facilities.

These inspections are intended to provide assurance that qualification testing of selected equipment is performed in accordance with the criteria and guidelines of HUREG-0588 and IEEE Standard 323-1974.

These efforts are not designed to assure that unique requirements imposed by a customer are being implemented; nor do they assure that specific products, components or services provided by you to your customers are of acceptable quality.

As you know, the NRC requires each of its licensees to assume full responsibility for the suitability of specific products, components, or services utilized in licensed facilities.

You should therefore not cenclude that the NRC's inspections replace or decrease a-licensees responsibility in determining the acceptability of any specific product or service.

Areas examined during this inspection included the Limitorque test facilities at Lynchburg, VA and the test plan 4 tended for use in the qualification 'of a valve tctuator manufactured by the Limitorque Corporation.

From our obst:r.ations, discussions with facility personnel and review of the test plan we have concluded that:

1.

The test facility at Limitorque is capable of performing environmental qualification of electrical components in accordance with the user's LOCA/MSLB environmental requirements.

2.

To the extent of the review of the test plan, the plan appears to contain the necessary requirements and methods for performance of LOCA/MSLB environmental qualification testing.

In accordance with Section 2.790 of the Commission's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter with o

enclosure and your reply, together with the enclosed inspection report will be placed in the Commission's Public Document Room.

If this report contains any information that you believe to be proprietary, it is necessary that you make a written application within thirty (30) days to this office to withhold such information from public disclosure. Any such application must include a full statement of the reasons on the basis of which it is claimed that the information is proprietary, and should be prepared so that proprietary information identified in the application is contained in a separate part of the document.

If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
