Dear Joe:
I am writing te'you to request clarification of a recent order issued by the Nuclear Regulatory Commi ssion (NRC) to expedite the hearing process on the proposal to restart Three Milt Island (TMI) Unit I, in light of the potential ill-effects that order may have on the health and safety of the pecple who live in the vicinity of TMI.
My questions are directed at that part of the order which removes financial qualifications from the hearing; specifi-cally your statement on Page 9 of Order (CLI-21-3) Docket No. 50-289 Restart, which states, "In fact the Commission is of the view that the treatment of financial qualifications in the licensing process as a general matter needs reexam-ination and is undertakins that examination at this time."
1 would appreciate a mere detailed explanatien of this statement which would clarify the degree of importance being placed by the NRC on the financial qualifications of Metro-politan Edison Ccmpany.
If by removing the financial qualificatiens from the hearing process less emphasis is being placed on their inportance relative to the restart of Unit I, then I must question whe der any lessons were learned from the TMI experience of the past.
It is my understanding that financial considerations may have been a contributing factor in the Unit II accident in that finances played a role in the utility cutting corners in a number of areas when Unit II was being prepared for ccmmercial use.
Given the present financial situation of the utility
' company there is public skepticism about whether the utility would be able to afford all of the steps necessary to maintain the safest of conditions, therefore, indicating that its financial capability is indeed an important safety issue that should be litigated prior to restart.
