Docket Nos. STN 50-498, STN 50-499 Response to Generic Letter 81-04:
Energency Procedures and Training for Station Blackout Events Houston Lighting & Power Company has reviewed Generic Letter 81-04 which requested that HL&P:
(1) review South Texas Project procedures and operator training with regards to station blackout events; and (2) that an assessment of such existing or planned procedures and training programs be submitted to your office. This request is evidently directed towards nuclear power plants which already have, or are close to receiving an operating license.
However, the design of the South Texas Project has not yet progressed to the point where a complete evaluation can be made.
The Westinghouse Owners Group has initiated development of a generic guideline for loss of all AC power.
This guideline will be evaluated by HL&P so that a position may be developed regarding this generic letter. Moreover, procedures for responding to emergency situations at STP are not scheduled for completion until six months prior to initial fuel load.
Therefore, rather than submit a tentative response, HL&P will defer responding until:
- 1) The results of the W Owners Group study are made available, and
