Dear Mr. Eisenhut:

Your letter of February 18, 1981 required Nebraska Public Power District to confirm at this time that the implementation dates provided for Emergency Response Facilities (ERF's) and emergency situation staffing levels will be met.

At this time the District intends to meet the October 1, 1982 oper-ational date for t.he upgraded facilities and will make every effort to provide the necessary conceptual design description by June 1, 1981; however, coordination of efforts in the areas of a new plant process computer, new meteorology computer requirements, and the TSC data trans-mission and display requirements may result in vague conceptual design information being available by June 1, 1981.

As regards emergency situation staffing, enclosure 3 to our letter of December 30, 1980 provided our program for the Shift Technical Advisor.

The District considers it unnecessary to have both a Health Physics i

Technician and a Rad / Chem Technician on shift to cover in-plant surveys and chemistry / radiochemistry analysis. Our operations personnel are qualified to perform health physics functions. Chemistry requirements are provided for by our call-in program; however, one H.P./ Chemistry Technician will be assigned on shift effective July 1, 1982. Our Health Physics and Chemistry Technicians are cross-trained to perform l

both functions.

l "he District feels that by September 1, 1981 the capabilities for additions specified will be achievable in most cases but it must be recognized that l

under all circumstances the 30 minute capability cannot be guaranteed.

It is felt that 60 minute augmentation capability presently exists.

Mr. Darrell G. Eisenhut April 14, 1981 Page 2 The District feels constrained to emphasize that excess personnel on shif t but not occupied performing meaningful tasks is counter-productive to the safe and efficient operation of a nuclear plant.

It is imperative that shift personnel, and especially the control room personnel, be conditioned and disciplined to keep busy and alert. Having excess personnel on shift makes it difficult to reach this mutually desired safety goal.
