Dear Chairman Ahearne:
I wish to take this opportunity as a citizen (and voter) to make known some of my thoughts concerning actions being considered on the subject of energy.
I am constantly amazed at the actions or inactions being taken t.o relieve our dependence upon foreign oil and the effects upon our rate of inflation in this country.
While we sit around on otr bureaucratic derrieres using our thumbs as rectal thermometers.
..he russians and others are going full steam ahead on developing non fossil fuel alternatives - mainly nuclear.
I can understand taking all necessary precautions to insure the safety of our citizens.
However, I do think this should be done within reason.
The lack of judgement in not allowing the restart of Three Mile Island C1 unit is a prime example of bureaucratic inaction or lack of leadership.
How much oil has been wasted in providing the' replacement electricity this unit could and should have provided?
There is absolutely no foundation to almost all the misinformation being present'ed to the public by the opponents to the use of nuclear energy.
First it was implied that nuclear power plants would explode, followed by one unfounded emotional item after another.
It appears to me that retrofitting nuclear plants with all sorts of redundant safety devices may lead to more problems than they solve.
The more complicated you make an item, the more chances are that failures will develop.
If we spent more money on the development of the reuse of the spent fuel from the currently operating nuclear plants, we might have a chance of beating. inflation and the energy crunch we will see in the near future.
It would also solve the problem of waste fuel that all are concerned with.
Of course our governmental leaders who believe they should control our lives from the womb to the temb with all their socialistic programs would not have quite the incentive to continue on with 5o3 all their unnecessary social welfare type programs (and jobs for 9
their political cronien) if the energy problems are solved and the S
U.S.
again becomes an economic power.
We need to spend our money on more productive items.
There will not be much food or warmth
/O for the people if our " clean" environment is due to unemployment.
Already the cost of unnecessary unproductive, and/or too string-ent environmental, OSHA, PURPA, and many, many, more regulations i

4 are creating unemployment as american industry tries to comply and at the same time tries to meet the foreign competition.' The D.O.E.
complains about our not conserving and our use of gasoline.
Yet the EPA has reduced our mileage by 25%, or put another way, in-creased our use of gasoline by 25% through the requirement of cat-alytic converters while the consumer protection agency demands all sorts of bumpers, seat belts, air bags, etc. that add weight which increases use of gasoline (and oil) plus adding to inflation problems.
I urge you to show~some common sense and exert your leadership in rendering decisions to allow the restart of important facilities such as Three Mile Island #1 unit and the speed up in processing licenses and other governmental red tape to allow the utility industry to build and put into service the nuclear generating plants so urgently needed to displace oil.
Perhaps your job would be easier if the intervenors causing delays through intervention and use of illegal physical actions as at Seabrook in New Hampshire were made to pay all associated costs of their actions including interest, inflation costs, and replacement power costs.
