Dear Ms. Van Coppenolle:

This is in response to your letter to me dated April 4, 1981 regarding the Commission's proposed changes to its Rules of Practice in 10 CFR Part 2.

The Commission's intention in proposing the rules was to apply them to pending proceedings, including the proceeding which you cited regarding the South Texas Nuclear Project.

It is possible that the rules as finally published will be changed from the rules proposed as a result of public comments.

I can't predict when exactly the rules will become final but a good estimate would be some time in June, 1991.
