In accordance with the provisions of 10 CFR Part 50.59, we are enclostro 40 ccpies of a proposed zmnhnt to license Drn-77 as requentv' by D. G. Elronhut's letter dated Neverber 20, 1980, to change the ts:hnical specifications of Sequoyah Nuclear Plant unit 1 (Fmlosure 1). Also enclored are justificatiens to cupoort the propoe ed cbsmes (Frebsure 2).

Ye hava prepared the encloned technical rpecification ar a cotmterp tvrsal to your stendard tmhnical specificatien for enubbers. The encic?M technical specification was discussed with H. Shaw of your staff on April. 3, 1981. Durirv3 that discussion, it was agreed that a meeting wxild be neenesary to rmolve this fisue for fecucr/r.h !belear Plant tmits 1 and 2.
In conjuncticn with Mr. Shaw, we have scheduled a meting for 1 p.m. on 7pril 17, 1981. We are coordinating this meeting through the Divisien of Licensing.
In accordance with the requirements of 10 CFR Part 170.22, ue have deter-mined the propoced amenchent to be Class III. We classification is based on the fact that a single cafety issue is invol.ved. %e ronittanort of
