Contract No. HRC-05-80-251, Task Order No. 7 Pursuant to the pertinent provisions of this contract, I hereby authorize the expenditure of $25,000.00 of the funds currently obligated under this contract to provide technical assistance and services in the independent nondestructive examinations at Babcock and Wilcox Company (B&W), f4t. Vernon, Indiana, on the Neutron Shield Tank for Beaver Valley Nuclear Power Plant, (Jnit 2, as outlined in the enclosed Task No. 7.
If you believe that the total ceiling price is inadequate for the purposes of this task order, you must so notify me within ten (10) business days after its receipt.
Said notification shall contain your estimate of the required total celing cost. Within ten (10) business days after receipt of such notification, the Contracting Officer shall either ratify the total ceiling cost or adopt the proposed revised estimate or some combination of the two and revise or confirm the task order accordingly.
This letter,~ executed on behalf of the Cocaission, is forwarded to you in quadruplicate.
Please acknowledge receipt on three (3) copies hereon and return them to me as soon as possible. The forth copy is for your retention.

SCOPE OF UORK Provide NRC Office of Inspectica and Enforcement, Region I, assistance and services in independent nondestructive examinations at Babcock & Wilcox, Co.,
(S&U) Mt. Vernon, Indiana, on the Neutron Shield Tank for Seaver Valley Nuclear Fouer Plant, Unit 2.
The examination requirements include liquid penetrant, cagnetic particle, ultrasonic and radiography per requirements of ASME E&PV Code,Section VIII.
2.
BACKGROUND
. The neutron shield tank, owned by Duquesne Light Company, Shippingport, Pa.,
was fabricated by Neaport News Industries (NNI) at Newport News, Virginia.
NNI is a contractor for Stone & Webster (S&W), the AE for Duquesne Light Ccapany.
Af ter fabrication, nondestructive examination, acceptance and shipment from NNI, it was discovered by Duquesne Light Q. C. inspectors that unacceptable defects existed in certain welds. After numerous attempts on site to repair the defective areas, the licensee and S&W contracted B&W to make major repairs en the gib gussets.
This repair is presently in process at Mt. Vernon, Indiana.
The NRC, IE:I has purchased a van, completely equipped, except for an isotope source, to perform nondestructive examinations at licensee's facilities.
This includes a dark room for hand processing and interpreting radiographic film.
The van is equipped with x-ray film, cassettes, penetrameters, lead shielding, The van isotope storage cabinet, and all items necessary to perform radiography.
contains two portable Sonic MK-2 ultrasonic fiistruments and necessary transducers cables, couplants and calibration standards to perform ultrasonic examinations.
The van includes a prod method - P90 Magnaflux machine and two Y-5 and Y-6 yokes to perform magnetic particle examinations. The van also includes the necessary liquid penetrant materials and equipment to perform both visible solvent removable

- t Page 2 of 3 and fluorescent liquid penetrant examinations.
The van'is outfitted with water storage, water heater, cooler and necessary hold tanks for the radiographic needs.
It is equipped with a 6.5 KW ge.nerator to operate all of the equipment, including necessary heating and cooling of the van.
The !tRC will provide detailed work procedures for each type of NDE described above. The t;RC will provide the necessary person /s at B&N,who will have the authority to direct the operations; contact the licensee, AE or contractor; revise the procedures; and issue addenda as necessary and assume overall responsibility for the inspection activity, t;RC will make the necessary arrangements for moving the van and t!RC supplied equipment to Mt. Vernon, Indiana, and the return back to Region I.
f:RC will issue the final report to the licensee.
3.
STATEMENT OF WORK Supply the following personnel and equipment at the Babcock & Wilcox Co.,
located in Mt. Vernon, Indiana. Tentative pl'ans to accomplish the planned inspection are during the month of April 1981.
a An Iridium 192 isotope source with camera.
The source should have an activity of approximately 100 curies.
b An individual who is qualified to transport and expose the source.
This individual must also be qualified to hand process film and interpret the findings.
Qualifications shduld be to SitT-TC-1A, Level II.
c -A minimum of two technicians, one who must be quaiified (SNT-TC-1A) Level II to set-up, examine, and interpret the results for methods in liquid penetrant, magnetic particle, ultrasonics, and radiography.
The other individual must have a minimum quilification of SNT-TC-1A, Level 1 in the methods described above.

4.
REPORT REQUIREMENTS The following reports are required:
Daily progress report of inspection findings.
a b A report containing final examination results for all requested examinations shall be supplied within 10 days of ccmpletion of the on-site inspection.
