l'EMORAftDUM A!;D ORDER On February 15, 1981, David L. Allred filed a request that his petition to intervene in this natter be withdrawn.

Earlier, SEACA on December 5,1980, and the Applicant on f!cvember 24, 1980, had stated individually and separately that t!.ey did not object to Mr. Allred's withdrawal from the case. On March 9,1981, the f!RC Staff responded to the request to withdraw the petition to intervene filed by David L. Allred.

It recommended, in the light of the conditions discussed in its response, that Mr. Allred's " Petition for Leave to Intervene and Request for a Hearing" be dismissed. Upon consideration of the facts and arguments set forth in the "fiRC Staff's Response to Request to Withdraw Petition to Intervene filed by David L. Allred," it is this 17th day of March 1981 l
