Dear Dr. Bonnenberg:
I very much regret to have to inform you that I must withdraw from the meeting at the University of Technology of Aachen at the end of this month. As you will have heard, recent events have returned me to Chairmanship of the U. S. Nuclear Regulatory Commission. The NRC has a very serious problem at present with delays in licensing of a number of completed and about to be conipleted nuclear piants. It is a situation to which I must devote my full attention, and it will be impossible for me to leave the U. S., even for a short time, while discussions of the problem with the Congress are continuing. I had looked forward to the meeting at Aachen and to other meetings I would have had, and greatly regret the necessity of my decision not to make the trip.
