Three Mile Island Nuclear Station, Unit 2 (TMI-Operating Licer.se No. DPR-73 Docket No. 50-320 Emergency Preparedness Exercises and Drills Your letter of December 24, 1980 requested that we provide you with a date for perfonning the emergency exercise required by 10 CFR 50.

Our present plan is to conduct an exercise to test the major elements of emergency preparedness plans and organizations (licensee, state, and local government), and their integrated response capability, in December 1981. A specific date vill be negotiated with the Comon-wealth of Pennsylvania and will be confirmed with NRC and FEMA, prior to October 30, 1981.

TMI Unit 2 was comitted by letter, TLL 035, from R. F. Wilson to J. T. Collins dated January JO,1980, to perform quarterly NRC-evaluated emergency exercises. It is our opinion, consistent with NRC letter, R. W. Reid to R. C. Arnold, dated September 30, 1980 and the above-referenced letter of December 24, 1980, that quarterly, NRC evaluated exercises are no longer required. This comitment should be deleted and the TMI-2 exercise requirement shot 4d be revised to be consistent with 10 CFR 50 Appendix E.

We will, of course, continue to perform emergency exercises on a periodic basis to ensure the main-tenance of an acceptable level of emergency Preparedness. Items identified during these exercises as being in need of corrective action will be so addressed. The NRC onsite Program Office at TMI will be informed of the occurence of these exercises and will be invited to participate, if they desire.
