PROFESSIONAL QUALIFICATIONS OF JAMES F. DEVINE ASSISTANT DIRECTOR FOR ENGINEERING GE0 LOGY U.S. GE0 LOGICAL SURVEY Present Assignment:
Drincipal advisor on staff analysis and coordination of G.S survey programs and projects with the Department of Interior and other agencies in the earth scien:es engineering mission of the G.S.
Principal advisor to the Director, G.S., Department of Interior and other federal agencies cn, among other things, siting of nuclear power plants.
Past Assignment-In addition to serving as Deputy for Engineering, Office of Earthquake Studies, Mr. Devine was also the U.S. Geological Survey Coordinator for the Nuclear Regulatory Commission's Nuclear Power Plant Siting Activities.
In this role, he was responsible for supervising the preparation of all G.S.
reviews of nuclear power plant applications, performed the policy review of each report, and supervised all G.S. participation in NRC hearings.
Prior to assuming the supervisory and policy review role, Mr. Devine was the principal reviewer of the seismology portion of over 100 nuclear power plant applications over a 10-year period.
Other experience of Mr. Devir.e's includes 3 years of seismic instrumentation research and operation; 5 years blasting seismology research and 5 years assorted seismic engineering reserach projects such as rocket launches at Cape Kennedy, underground nuclear detonations in Nevada and Mississippi, rocket explosions at Edwards Air Force Base; structure studies such as Libby Dam, Montana, Great Stone Face, New Hampshire, and the Washington Monument, Washington, DC. This extensive geophysical experience was obtained while employed by the following government agencies:
U.S. Coast & Geodetic Survey U.S. Bureau of Mines National Oceanic and Atmospheric Administration U.S. Geological Survey In additional to the 100 plus administrative reports on nuclear power plant apolications, Mr. Devine has published over 20 research papers on seismic and seismological engineering sub.iects.
