Your letter of January 16, 1981 has been referred to me for response.

I feel certain that as the licensing review of Philadelphia Electric's Limerick application for an operating license proceeds that a number of opportunities will present themselves to hold additional meetings, related to this case in the Pottstown area.

The public announcement of the December 9,1980 meeting was not meant to imply that only technical matters were to be covered in both the afternoon and evening sessions. This shortcoming will be carefully noted in future announcements, i

After the application for an operating license for the Limerick plant is received and reviewed for completeness, the Commission will publish a Federal Register Notice advising the public of the opportunity to request a hearing to consider the license before an Atomic Safety and Licensing Board.

Notice will also be provided in local papers. At this time a request for hearing and petitions to intervene may be submitted by any interested person or organization according to the Commission's Rules of Practice. If petitioners are admitting as parties to the proceeding by the Board, then a adjudicatory hearing will be ordered by the Board for litigation of issues raised by the parties, and a decision on whether or not the license should be granted will be made by the Board after the evidence on the issues is presented by the parties.

The issues you have raised in your letter have also been raised by others, both at the public meeting and in other correspondence. The staff is keeping a copy of these letters in our active files and will refer to them in our review to ensure that these issues are covered in our review.
