RESPONSE TO IE BULLETIN 80-24 POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 By letter dated January 5,1981, we provided a response to IE Buli? tin 80-24 regarding the potential for undetected water leakage from open or closed cooling systems inside containment.

Item lh of that response discussed the instrumentation available on the containment service water piping. A closer review of the information provided on the Piping and Instrumentation Diagrams (P and ID) for th' service water system (Drawing No. M-207 Sheet 2 and M-2207 which have been provided to the NRC previously) requires a clarification of the instrumentation infonnation originally provided.

1.

There are flow indicators located on control board C01 for each fan cooler.

2.

Fan cooler service water return temperatures are monitored by a common alarm on C01 with a setpoint of 1000F.

3.

Differential service water pressure is measured across the containment vent fan motor coolers and is monitored and logged during the biweekly containment inspections.

4.

As indicated on the p "viously referenced P and ID drawing, there are se.eral pressure and temperature service water piping both inside and*outside) on the test points or wells (indicated as P or T contain-ment.

5.

All service water return lines from the containment are monitored by a common radioactivity monitor. FEB 2 '4 n 8103110 309 O

9 Mr. James G. Keppler February 20, 1981 We trust this clarification of the previously supplied information removes any unintended ambiguity in that response. Please contact us if you have any questions.

Very truly yours, i
