Enclosed is a copy of the " Testimony of Frederick J. Bath and Vernon E.

Adler of the Federal Emergency Management Agency on Certain Offsite Emergency Planning Contentions." A general outline of the testimony is attached to it. This written testimony prepared by Federal Emergency Management Agency (FEMA) personnel addresses approximately one-third of the admitted contentions related to offiste emergency preparedness. FEMA has indicated to the 1:RC Staff that at this time it is unable to complete preparation of written testimony on the remaining offsite contentions but that it anticipates the completion of such testimony so that it will be available for filing on March 16, 1981. The Commonwealth of Pennsylvania and the parties with interests in emergency planning matters, with the exception of ECNP whose representatives could not be reached, were informed of this by the NRC Staff during the week of February 16.
