On.. February 3,1975, Consumers Power Company transmitted Abnormal Occurrence Report A0 h-75 This report identified a failure to perform adequate safety evaluation for a 10 CFR 50.59, change that was performed in 1966. This change involved the design and use of dry sipping techniques to identify fuel that is suitable for reuse in the reactor. The report was a result of a safety evaluation performed to evaluate the potential effect of fuel sipping errors.

The results showed, using extremely conservative calculational techniques, that in the worst case, off-site dose limits might be exceeded. The report stated that further calculations had been delayed because our safety analyst who normally performs the computer codes required for this analysis had been temporarily assigned to the General Electric Company to assist in the Final Acceptance Criteria evaluation.

Based on further review, we have concluded that significant improvement will not result from reperforming the calculations using the more sophisticated computer codes that are available presently to Consumers Power Company. Thus, we plan to perform no further calculations. Consumers Power Company is re-designing the fuel sipping apparatus prior to its next use in order to minimize the possibility of occurrences that might result in unplanned release of radioactive materials. These design changes will be reviewed in accordance with 10 CFR 50.59 Procedural changes will also be evaluated and implemented as appropriate prior to performing additional fuel nipping.
