ABNORMAL OCCURRENCE REPORT Big Rock Point Plant 1.
Report No: A0-20-75, Docket 50-155 2a.
Report Date: September 19, 1975 2b.
Occurrence Date: September 9, 1975 3.
Facility: Big Rock Point Plant h.
Identification of Occurrence: Unauthorized addition of load to emergency lighting Panel SL.
5 Conditions Prior to Occurrence,: Power Operation 6 '.'
Description of Occurrence: The concept of a minor nonsafety-related lighting circuit change (FC 310) had been reviewed by the Plant Review Committee. The work was' completed without proper review and approval of a facility change package. As a result, a small load of about two amperes was added to the emergency lighting bus which is fed from the station battery during loss of normal a-c power.

, Designation of Apparent Cause of Occurrence: Failure of administrative controls.

Analysis of Occurrence: The load which was added to the emergency Panel 5L is minor compared to the emergency diesel generator capacity or the station battery capacity and in itself does not jeopardize tne analyzed performance of other critical equipment. Present plant policy is to not add any loads to the battery system withcut thorough review and this minor lighting load can be served from a less critical source.
9 Corrective Action: The incident has been reviewed with the supervisor in-volved and facility changes will be made te remove the improper load from Panel SL and complete the modifications as per the original nonsafety-related concept.
