Occurrence Date: September 25, 1975 - Classified A0 on September 29, 1975 3
Facility: Big Rock Point Plant h.
Identification of Occurrence: Receipt of unlicensed reactor fuel.
5 Conditions Prior to Occurrence: Plant at power operation.

Description of Occurrence: On September 25, 1975, the plant received 20 bundles of uranium fuel which have not been authorized for use via Technical Specifications change. The fuel was to be stored in the new fuel storage facility on or about September 29, 1975, when it was realized that it could not be stored without violation of Tech =ical Specification h.2.11(A) which requires that only authorized fuel be stored.
7 Designation of Apparent Cause of Occurrence: Failure of administrative controls.

Analysis of Occurrence: The fuel has been stored in the containment building in vital area status and has not been removed from the shipping containers. It is not deemed to represent a hazard in its current status since the container analysis relative to criticality has been performed and reviewed.
9 Corrective Action: The procedure for inspection and storage of the fuel has been put "on hold status" pending Technical Specifications authorira-tion or equal and the fuel has been put on QA " hold status" in the shipping containers located in the containment laydown area near the equipment lock.
The procedure for new fuel handling vill be revised to include a signoff to verify licensing prior to storage.
