Facility: Big Rock Point, Charlevoix, Michigan 4.
Identification of Occurrence: Testing conducted without proper use of written procedure.
5 Conditions Prior to Occurrence: Plant shut down for testing and repairs.

Description of Occurrence: Control rod drive scram time surveillance
- tests were started without use 'of the written procedure during the "A" shift on December 6, 1975 During "B" shift on the same day, this de-ficiency was noted and the testing was halted until the written procedure was put into use.

7 Designation of Apparent Cause of Occurrence: This test has been conducted historically without the use cf a written test procedure. Shift personnel did not realize that a written procedure was available.

Analysis of Occurrence: This testing was performed with only the drive under test withdrawn and no safety features or critical monitoring out of service.
9 Corrective Action:
Testing was stopped when the deficiency was recognized and the test procedure initial conditions checked and signed off before proceeding with the unfinished portion of the test.
This deficiency was discussed with the personnel involved and a training memo will be issued by December 30, 1975 10.
