Dear Mr. Bechhefer:

y a

.. mm writing this letter to inform you of the position of WXOW-W/WQOW-W, license holders for the cities of Ia Crosse, Wisconsin and Eau Claire, Wisecnsin respectively.

It has eme to my attention that your board is currently reviewing Dairyland Power Cooperative's plant in Genoa, Wisconsin. 3 e purpose of this letter is not to tell you abotrthe pros and cons of nuclear power, but rather the hard reality about our stations power needs in order to serve the public interest as a public trustee according to our F.C.C. license.

In so doing, I will tell you cuite frankly that should ':he Genoa plant be closed before other adequate means of electric services could be provided to our operations in Houston County, Minnesota, or Dunn County, Wisconsin that we would be unable to perform according to our F.C.C. license. Bis, as you know, is an unacceptable situation to the F.C.C., as well as to the 150,000+ households that we serve within the La Crosse / Eau Claire market place.

Having studied geology for one year on the college level in Decorah, Iowa, a short 45 miles away from the city of Ia Crosse; and remembering what I do about that course, it seems to me that the potential of an, earthquake in the southwestern Wisconsin area (where Genoa, Wisconsin is located) seems at best remote and the

':nrst totally unlikely. Combining this understandin'g along with our needs in

~

arms of power requirements to fulfill our F.CJC.~1fcense, I would like to reiterate once again that it would be our recomnendation to your board that Dairyland Power be allowed to continue operation of its Genoa power plant!

appreciate your willingness to understand our needs as a station, our needs to alfill the requirements of our federally held broadcast license; and the seemingly ry safe conditions of the rock formation and the construction of the Dairyland site to withstand an earthquake.

In so doing, it is our recernuendation that we get on with the business of Dairyland providing power to the western Wisconsin area and our cmpany being allowed to continue to receive that power fran Genoa.

Thank you for your understanding and I remain, S

Sincerelvy
