Pursuant to agreement, South Carolina Electric & Gas Company and South Carolina Public Service Authority (Applicant) submit their Answers to the " Interrogatories" posed by Intervenor, Brett A.

Bursey.

The answers below are numbered the same as the Intervenor's questiens except that Applicant has subnumbered Intervenor's multipart questions where necessary.

Summer Nuclear Station is contained in Section 2.5.2 of the V.

Summer Nuclear Station Radiation Emergency Plan (Summer Station Emergency Plan).

lb. Personnel responsible for implementing the Emergency Plan and their organization and respective responsi-bilities are discussed in Section 5.0 of the Summer Station Emergency Plan.

Training and education program-for the participating agencies listed in Section 2.5.2 of the Summer Station Emergency Plan are discussed in Section 5.0 of that Plan.

3.

Applicant's management responsibilities during an off-site or on-site emergency are discussed in Section 5.0 of the Summer Station Emergency Plan.

4a. The participating governmental officials to be con-tacted in an emergency are discussed in Section 5.5 and Table 6.2 of the Summer Station Emergency Plan.

4b. Communications with these agencies during an off-site emergency will be made as prg=ptly as reasonably possible.

In accordance with current applicable guidelines, those communications will occur within fiftean minutes from the determination of an off-site emergency as specified in the Summer Station Emergency Plan.

Copies of letters of agreement with the participating governmental agencies are found in Appendix C of the Summer Station Emergency Plan.

The actions necessary on the part of participating governmental agencies to fulfill their responsibilities during an emergency are discussed in Section 5.5 of the i

St=mer Station Emergency Plan.

7.

Communications available during an emergency, including 24-hour communications, are described in Section 7.5.2 of the Summer Station Emergency Plan.

Recornended protective actions for emergencies are discussed in Section 6.4 and Table 6-1 of the Summer Station Emergency Plan.

In keeping with what Applicant currently understands to be the requirements in this area, a public alerting or warning system will be installed around the su=mer Station within the ten mile emergency planning zone.

The system will consist of a n:; work of acoustical devices (sirens) to warn the general public.

The system will be installed and operational prior to the commercial operation of the Summar Station.

The NRC resident inspector does not have authority to declare a state of emergency.

Applicant's policy as reflected ir. actions to be imple-mented and followed to initiate the emergency class or condition are discussed in detail in Section 4.0 of the Summer Station Emergency Plan.

12.

Proposed programs for educating the general public-around the Summer Station are discussed in Section 8.2 i

of the Summer Station Emergency Plan.

13.

Literature to be used to educate the general nublic are presently being developed and are expected to L.

ready for distribution to the general public in February, 1981.

At such time as they are available, they will be provided to Intervenor.

Methods of distribution of Emergency Plan information to the general public include direct mailing and place-ment in participating retail establishments.

15.

Organizational responsibilities for the implementation of the Summer S;ation Emergency Plan are discussed in Sections 4.0 and 5.0 of that Plan.

16.

Applicant's correspondence regarding emergency planning matters with participating governmental agencies is quite voluminous.

Applicant is assembling this corre-spondence and if Intervenor will contact Randolph R.

Mahan, he will arrange a mutua.lly convenient time for Intervenor to review the same in Applicant's offices.

Intervenor may at that time mark items of which he

desire copies and Applicant will provide copying service at a reasonable charge.

Messages to be conveyed to participating governmental agencies in the event of an emergency are discussed in the State of South Carolina Operational Radiological Emergency Response Plan, Annex C, Public Information Procedure, which Applicant understands is available to the Intervenor.

The Summer Station Emergency Plan will have initial and follow-up messages proposed to be issued to State and local agencies as well as examples of public information messages.

These will be con-tained in Revision 3 to the Summer Station Emergency Plan scheduled to be submitted to NRC in mid-January.

Intervenor will be given a copy.

The Emergency Preparedness Division, Office of Adjutant General, State of South Carolina, will be responsible for release of messages to the general public in the event of an emergency.

20.

The emergency operations facility is identified and described in Section 2.2 of the Summer Station Emer-gency Plan.

21.

Transportation facilities to be-available for evacu-ation during an emergency will be described in the four local plans (Fairfield County, Newberry County, Lexing-ton County, and Richland County) and in the State of South Carolina Operational Radiological Emergency Response Plan.

Applicant understands that the local plans are in final stages of preparation and are expected to be submitted to the State of South Carolina for Federal Energy Management Agency _ review in January, 1981.

Upon review by the State they will be incor-porated as a part of the Summer Station Emergency Plan. -

Applicant expects to have copies of the proposed final local plans at the time they are submitted to the State for review and submittal to FEMA.

Applicant will provide Intervenor with the proposed final local plans as they are submitted for FEMA approval.

Applicant's Corporate Communications personnel will edit and produce the information brochures for the general public.

Technical input will derive from Applicant's in-house technical experts, i.e.,

personnel with degrees in nuclear engineering and health physics and experience in emergency planning.

Upon final development of the public information brochures, Applicant will provide to Intervenor a listing of key personnel involved in that effort and a description of their educational and professional qualifications.

In addition, planners from State and local agencies may also provide emergency planning information for the brochures.

To the extent Applicant is able to identify which individuals are involved in supplying this input, Applicant will seek to supply a listing of those individuals along with their educational and professional qualifications.

When a final version of the public information brochures is produced, Applicant will provide Intervenor with a bibliography of published source materials for the information used in the preparation of the brochures.

Such a bibliography is not currently available.

Applicant notes further, for the record, that it has provided Intervenor with a map of the area surrounding the plant site and showing the emergency planning zones.

Inter-venor had informally requested such a map subsequent to the Third Prehearing Conference.. _ _.
