Pursuant to the Requirements of Technical Specification 3.7.8, the following report is submitted as Special Report 50-29/78-03.

Circumstance of Violation:

Tne aquatic plant sarple at Harriman Reservoir (FA-1) was not collected during the first surveillance period of 1978 due to unusually high water at that location.

Aquatic plant samples were collected at all other locations during the period. The sample at FA-1 was collected on 6/21.

To allow comparison of data from this location with other locations, samples were collected at all sites.

Sampling was completed on 6/26.

Prevention of Recurrence:

Because the cause of the occurrence was beyond our control and unusual in nature, we plan no remedial action.
