Proposed Ammendment No. 72 Rancho Seco Muclear Generat ing Station, Unit No. 1
Dear Mr. Eisenhut:
In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District proposes to amend its operating license, DPR-54, for Rancho Seco Nuclear Generating Station No.
1, by submitting Proposed Amendment No. 72 on October 8, 1980.
Today, we are submitting forty (40) copies of Proposed Amendment No. 72 which shows the changes we are proposing. Under this cover, we will be providing payment for this submittal, as required per 10 CFR 170, and letter dated August 7, 1980. This amendment has been determined to be Class lit since the issues have been clearly identified by NRC position. A i
payment of $4,000 is enclosed.
The major changes involved in this proposal include the six require-ments stated in your July 2, 1980 letter:
1)
Emergency Power Supply Requirements The pressurizer water level indicator requirements have been included in Table 4.1-1 and Section 4.6.6A, pressurizer relief and block valves have been added to Section 3.1.1.4, and the pressurizer heater specifications have been added to Sections 3 7.4 and 4.6.6B.
2)
Valve Position Indication The valve position indication requirements are included in Table 3.5.1-1 " Process instrumentation", items 4, 5, 6, 7land 8 and Table 4.1-'1 Items 52, 53, 54, 55 and 56.
3)~ Instrumentation for inadequate Core Cooling The required' instrumentation bas been added to Table 3.5.1-1 !' Process Instrumentation", item 3 and the surveillance requirements to Table 4.1-1, item 51.

Containment isolation The diverse isolation signals for Reactor Building isolation are specified in Section 3.5.3 (This was previously in the Technical Specifications.)
The specification for OPERABLE isolation valves are included on Page 3-35, 5)
Auxiliary Feedwater Systems The initiation of Auxiliary Feedwater requirements have been added to Table 3.5.1-1 " Auxiliary Feedwater", items I and 2, Section 3.5.3 and Table 4.1-1, item 48.
The indication requirements have been added to Table 3.5.1-i " Process instru-mentation", item 2 and surveillance testing added to Table 4.1-1, item 50.

Shift Technical Advisor The STA position has been added to Table 6.2-1 and described in Section 6.3.1.
The above six Category "A" items are included in the attached Proposed Amendment No. 72 using the guidance of the nadel Technical Specifica-tions attached to your July 2, 1980 letter. All other items applicable to Rancho Seco Unit I that were included in the guidance have been added to the proposal. The STS that were marked, "This page is provided as background for plants that do not have Standard Technical Specifications." were not included.
Many of the specific items are already part of the Rancho Seco Technical Specifications and have not been repeated.
If an item does not appear in the proposal, it is either already included, not applicable, or the component / system does not exist.
