Three Mile Island Nuclear Station, Unit 1 Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request No. 95 The' licensee requests that the attached changed page replace page 1-2 of the existing Technical Specification.

Reason for Change Request This change request is being submitted in response to an NRC letter dated April 10, 1980.

This letter requested a change to the Technical Specifications to incorporate the Standard Technical Specification definition of operable. Additionally, the NRC requested the inclusion of two sections in Chapter 3 " Limiting Conditions for operation".

These sections require unit shutdown if circumstances in excess of those addressed in the specifications are exceeded or if a system is determined inoperable because of a loss of its emergency power source. These new sections are not included in this change request because a rewrite of Chapter 3 would be necessary to prevent overly restrictive shutdown requirements. However, upon conversion to a Standard Technical Specification Format these sections will be included.

Safety Evaluation Justifying the Change Safety-related equipment requires supporting services in the form o.f control and sensing instrumentation, cooling and lubrication, power and other devices. Lack of a supporting service can prevent operation, or endanger continued operation, of the safety-related equipment. Accordingly, it is appropriate to include these supporting services in the definition of "0PERABLE". The impact of this change would be to increase the assurance that auxiliary equipment will be available to support safety-related equipment. Therefore, it has been determined that:

1. The prcbability of occurrence or the consequences of an accident or mal-function of equipment important to safety previously evaluated in the safety analysis report is not increased.

2. The possibility of an accident or malfunction of a different type than any evaluated previously in~the safety analysis report is not increased.
3. The rgin of safety cefined in the basis of any Technical Specification is not reduced.

This amendment was requested by the NRC in their latter of April 10, 1980, and is being submitted for the convenience of the NRC, therefore, no remittance is required.
