MEETING WITH COMMONWEALTH EDISON COMPANY TO DISCUSS THE S0IL PROPERTIES USED IN THE S0Il-STRUCTURE INTERACTION ANALYSES FOR LA SALLE COUNTY STATION, UNIT NOS. 1 AND 2
Background
As a result of a telecon which was held with Comonwealth Edison Company on September 3,1980 to discuss the soil properties used in the soil-structure interaction anaylses, it was agreed that a meeting be held to review this matter further.
A meeting was held in Bethesda, Maryland with the applicant.
A list of the meeting attendees is enclosed, Enclosure 1 Sumary A meeting was held on October 2,1983 with Comonwealth Edison Company and its consultants, Sargent and Lundy and Dames & Moore, to discuss the applicant's soil properties used in their soil-interaction analyses. are the Vu-graphs of the applicant's presentation.
In the opening remarks, the applicant indicated that they were not only prepared to discuss our soil property concerns, but in addition any further clarification, if required, relative to the methodology employed to perfonn the analyses for soil-structure interaction. We related that from the standpoint of the methodology we required no additional infonnation, however, our main concern relative to the applicant's presentation was the fact that the shear moduli for low shear strains were entrapolated using both analytical methods and experimental data.
In addition, one site sample also exhibited higher shear modulus than the other samples.
If the entrapolation technique was employed using this data, the shear modulus at low shear strain would be much higher than the applicant's projection.
Consequently, we recommended to the applicant the following:

O Field test data be provided for verifying the shear modulus at low shear strain. The field tests should.be cross hole tests in the intermediate and lower Wisconsin Drift strata from 590 to 670 elevation feet. These results should substantiate the shear modulus used in its analyses at the low shear strain. Procedures outlined in Regulatory Guide 1.132 for perfoming these tests are acceptable.
