r Federal Register Notice ADVISORY COW 41TTEE ON REACTOR SAFEGUARDS NUCLEAR REGULATORY COMMISSION Notice of Meeting In accordance with the purposes of Sections 29 and 182b. of the Atomic Energy Act (42 U.S.C. 2039, 2232 b.), the Advisory Committee nn Reactor Safeguards will hold a meeting on August 7-9, 1980, in Room 1046, 1717 H Street, NW, Washington, DC.

Notice of this meeting was published in the Federal Register on June 20, 1980.

The agenda for'the subject meeting will be as follows:

.Thursday, Aucust 7, 1980 8:30 A.M. - 9:15 A.M.:

Opening Session (Ocen) - The Committee will hear and discuss the report of the ACRS Chainnan regarding matters to be considered during the meeting with the NRC Commis-sioners and miscellaneous matters relating to ACRS activities.

The Committee will also hear and discuss the reports of its Regu-latory Activities Subcommittee and consultants wno may be present regarding proposed changes in NRC Regulatory Guides and the Code of Federal Regulations (10 CFR Part 30).

9:15 A.M. - 12:15 P.M.:

Regulatory Guide 1.97, Instrumentation for Light-Water-Cooled Nuclear Power Plants to Assess Plant and Environs Conditions During and Following An Accident (0 pen) - The Committee will hear and discuss reports from members of the NRC Staff, and representatives of the nuclear industry who may be present regard-ing proposed provisions of Regulatory Guide 1.97.

Portions of this session will be closed as necessary to discuss Proprietary Information applicable to this matter.

1:15 P.M. - 5:15 P.M.:

Three Mile Island Nuclear Station, Unit 1 (Ocen) - The Committee will hear and discuss the report of its

' subcommittee and consultants who may be present, members of the NRC Staff, and representatives of the applicant regarding proposed restart and operation up' to full howe'r of the'Three Mile Island

Portions of this session will be closed as necessary to discuss Proprietary Information applicable to this project.

5:15 P.M. - 6:30 P.M.:

Meeting with NRC Staff (0 pen) - The Com-mittee will hear and discuss reports from members of the NRC Staff regarding recent reactor operating experience and plant modifications including strengthening of masonry walls at the Trojan Nuclear Plant.

Quantitative Risk Criteria-(0 pen) -

The Committee will hear and discuss reports from its Subcommittee and consultants who nay be present, members of the NRC Staff, and invited experts regarding the development of quantitativ? risk criteria for use in the nuclear regulatory process.

1:30 P.M. - 2:15 P.M.:

Meetina with NRC Chairman and Commissioners Who May Be Present (0 pen) - The Committee will meet with the NRC Chairman and other Commissioners who may be present to discuss aspects of the NRC regulatory process, tentatively.

2:15 P.M. - 3:15 P.M.:

Consideration of Nuclear Power Plant Degraded Cores (0 pen) - The Committee will hear and discuss reports from its Subcommittee Chairman and from consultants, members of the NRC Staff, and the nuclear industry who may be present regarding consideration of degraded core conditions in the NRC regulatory procest.

3:15 P.M. - 6:30 P.M. :

Unresolved Safety Issues Relating to Nuclear Power Plants (toen) - The Committap will hear a report from and discuss with members of the NRC Staff and those representatives of the nuclear industry who may be present, the basis for and priorities for.esolution of unresolved safety issues applicable to nuclear power plants.

c 4-Saturday, August 9, 1980 8:30 A.M. - 4:00 P.M.:

Closing Session (0 pen) - The Committee will prepare its reports to the NRC regarding items discussed during this meeting including proposed operation of the Three Mile Island Nu-clear Station, Unit 1 and Regulatory Guide 1.97.

The Committee will also consider a clarification of its report of April 16, 1980 regarding reso'lution of ATWS.

The Committee will hear and discuss a report from its Reactor Operations Subcommittee regarding a proposed power level in-crease for the Ft. Calhoun Station, Unit 1.

'The Committee will hear and discuss reports and comments from members regarding a number of safety related and procedural items including the potential.for cascade failures in nuclear power plants, application of ' '_ Lessons Learned to near-term construction permits, and ACRS procedure,s.

The Committee will discuss candidates proposed as nominees for appointment to the ACRS.

Procedures for the conduct of and participation in ACRS memetings were published in the Federal Register on October 1, 1979 (44 FR 56408).

In accordance with these procedures, oral or written statements ney be presented by members of the public, re:ordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Committee, its con-sultants, and Staff.
