APPLICATION FOR AMENDMENT OF -

OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of Facility Operating License No. DPR-40, herewith requests that Sections 2.1.6, 2.1 7, 3 9, 5 3, and Tables 2-1, 2-5, 2-6, 3-2, 3-3, 3-5, and 5.2-1 of the Technical Specifications set forth in Appendix A to that License be amendt:d to assure the operability and accuracy of control, isolation, and actuation equipment added or nodified in res-ponse to lessons learned from the Three Mile Island 2 accident.

The proposed changes in Technical Specifications are cet forth in Attachment A to this Application. A discussion, which demonstrates that the proposed changes do not involve significant hazards considerations, is apper.ded it Attachment B. The proposed Amendment is deemed to be Class III Amendment, within the meaning of Section 170.22 of the re-gulations of the U. S. Nuclear Regulatory Commission. Accordingly, a check for the appropriate fee, $h,000.00, accompanies this Application.

Justification for classification of the Amendment pursuant to 10 CFR 5 170.22 is included in Attachment C to this Application. The proposed changes in specifications would not authorize any change in the types or 'I any increase in the amounts of effluents or any change in the authorized 4

power level of the fac '.ity.

C e w WHEREFORE, Applicant respectfully requests that Sections 2.1.6, 2.1 7, 3 9, 5 3, and Tables 2-1, 2-5, 2-6, 3-2, 3-3, 3-5, and 5. 2-1 of Appendix A to Facility Cperating License No. DPR-40 be amended in the form attached hereto as Attachment A.

license. The licensee shall operate the facility in accordance with these Technical Specifications. No changes shall be made in these Technical Specifications unless authorized by the Commission in accordance with the provisions of Section 50.59 of 10 CFR Part 50.

4. This license is subject to the following conditions for the pro-tection of the environment:

(a) The non-radiological environmental monitoring program being conducted by Omaha Public Power District will be extended to at least five years after initial operation of the unit in order to assess its effects on the aquatic environment.

(b) Omaha Public Power District will monitor and report to the Director of Licensing the numbers and species of fish mortali-ties attributed to operation of the station.

(c) Omaha Public Power District will carry out the Station's radio-logical monitoring program at a level considered by the Commission to be adequate to determine any radiological effects on the environment from operation of the station. The monitoring program will include a survey periodically to determine if additional cows are introduced into the local area. If so found, milk from such locations will be added to the sampling program.

4 (d) If harmful effects or evidence of irreversible damage are de-tected by the monitoring programs, Omaha Public Power District will provide an analysis of the problem and a proposed course ,

of action to the Director of Licensing to alleviate this problem. l (e) Omaha Public Power District shall implement a program to reduce leakage from systems outside containment that would or could contain highly radioactive fluids during a serious transient or  ;

accident to as low as practical levels. This program shall in-l clude the following

1. 4sions establishing preventive maintenance and periodic vi inspection requirements, and
2. Integrated leak test requirements for es.h system at a frequency not to exceed refueling cycle intervals.

(f) Omaha Public Power District shall implement a program which vill ensure the capability to accurately determine the air-borne iodine concentration in vital areas under accident l conditions. This program shall include the following. j l

1. Training of personnel,
2. . Procedures for monitoring, and 3 Provisions for maintenance of sampling and analysis equipment.

5 This license is effective as of the date of issuance and shall ex-pire' eighteen (18) months from said date unless extended for good cause shown, or upon earlier issuance of a superseding licensing action.
