Dear Mr. Seyfrit:

The subject bulletin required certain checks be made and information reported in regards to status of ENS with loss of offsite power. The referenced letter was submitted in response to the subject bulletin, however, it was inadvertently not signed under oath or affirmation as required. Therefore, this letter, which has been revised to provide l additional information, is submitted as the report required by item 6 l of the bulletin.

Action Item 1 The Cooper Nuclear Station ENS phones are powered by Local Telephone I Company and not On-Site Power as listed in the enclosure to the bulletin. In event of a loss of power to the area (Brownville tele-phone equipment), emergency batteries provide power for at least 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. The emergency batteries are backed up by a portable emergency generator which is stored in the Auburn office (12 miles in distance).

Action Item 2 Not applicable.

Action Item 3 l A test was conducted on June 27, 1980 to determine that the ENS phones remain operable with a simulated loss of offsite power. Che CNS power to the CNS telephone network was interrupted at appror'_aste:x 9:50 A.M.

on June 27, 1980. Calls were then initiated from the site to the NRC Operations Center using the Control Room ENS phone and the Technical Support Center ENS phone. This test verified that th2 ENS phones remain fully operable with loss of offsite power to our facility.

Action Item 5 A directive was issued on June 27, 1970 which requires notification to the NRC Operations Center by commercial telephone or relayed message
