Dear Comissioner Flacke:
4 Phis is to confirm the discussion Mrs. Schneider held with you, Mr. Cashman
.nd Mr. Spath concerning our review and evaluation of the Department's program
'or the regulation of agreement material. The review covered the principal udministrative and technical aspects of the program for control of hazards from radioective materials.
We noted that due to a budget cut in the Division of Air in which the radiation control pr'ogram is located, there has been a significant decrease in the level of funding. We also understand that due to the funding difficulties, the radiation control program has lost two professionals and has been unable to fill the vacant professional position in the region. These actions have resulted in a reduced staffing level compared to previous years.
Since the last review meeting, the number of overdue inspections has increased.
We understand that the staff has been involved in several significant licensing and compliance activities during this period. The program's staff attributed this increase in overdue inspections to the significant casework coupled with loss of personnel and funding.
During the discussion with Mrs. Schneider, you indicated that this had been a difficult year financially for the Department, but that you anticipated returning 3
the radiation control program staffing to its previous levels.
Before making a conclusion regarding the status of the program with respect to adequacy, I would appreciate a written response at your earliest convenience indicating your intentions for adequately staffing the agreement program.
A letter to Mr. Cashman regarding the technical aspects of the program is enclosed for your information.
I am also enclosing a second copy of each letter which should be placed in the State Public Document Room, or otherwise be available for public inspection.
