I am the official within the Federal Emergency ~lianagement Agency (FEHA) with responsibility for coordinating FEMA resources to answer intervenor contentions related to offsite emargency plans and preparedness in the above-captioned matter before the Atomic Safety and Licensing Board.

Pursvapt to ray instructions, members of the FEMA Region III (Philadelphia) staff were assigned to review eighty-seven (27) contentions fro:n intervenors relating to the restart of Three
!!ile Island fluclear Station, Unit flo.1 (Docket No. 50-289).
Upon review, it was discovered that the contentions can only be adequately cddressed after the Regional Assistance Cc:raittee (RAC) for Region III reviews the final Comenwealth of Pennsylvania (Co:monwealth) Plan for offsite nuclear rcdiation emergency floticar Statio(REP) for the area surrounding Three Mile Island preparedness n, Unit No.1 (THI-1). Although the Corr:remealth has submitted for review and received coments on a draf t REP
, Plon, the final Connonucalth plan has not yet been received.
A second draf t REP Plan is currently being reviewed by the RAC, ubich will issue cointnts shortly.
The Cc;rmonwealth still than have an opportunity to revise its REP Plan before final sub:aission to FD'A.

A meeting is planned for October 16, 1980, in Philedalphia, to be attended by myself, Thomas !!ardy RAC Chairman, and Frederick Bath, Emargency Planning Specialist, to revieir results of current progress in the FEl'A effort to address the initial conter.tfons.
Af ter this macting, I should be in a position to state with relative accuracy, the tine tabic for co.Tplettori of this assignnent.
The Board util be notified of the results of this meeting.

In addressing intervenor's contentions, FEMA will provide the best available information.
However, it should be noted that additional relevant information on the adequacy of the Cormronucalth's REP Plan will be available af ter the cycle of TEr.A's procedures for testing and evaluation of such plans for approval.
