Enclosed please find a September 26, 1980 mailgram from Edlow International Company requesting an amendment to license XB001091 to allow the consignee, Radiochemical Centre, t' reexport a source containing 3.7 milligrams of Californium-252 to India for medical research.
Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export amencment meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-proliferation Act of 1978. This request is being forwarded for review in accordance with the Executive Branch views on XB001091 transmitted to NRC by State on April 29, 1980.
