Dear Mr. Reid:

The functional criteria for the Emergency Operations Facility (EOF) is defined in NUREG-0696.Section IV.B states that "The EOF shall be located outside the security boundary and not further than 5 to 10 miles from the reactor..." and "... it must meet habitability requirements to ensure that personnel can remain in the facility throughout the entire course of the accident, including evacuation of the surrounding area."Section IV.F goes on to state that "A permanent E0F ventilation system which includes parti-culate (HEPA) filters and charcoal filters is required as a minimum."

As indicated by NUREG-0696,Section IV.F, the EOF personnel are limited to 5 rem whole body radiation exposure (10 CFR 50 - Appendix A, Design Criteria 19). A recent study by Science Applications, Inc. (SAI), dictated by Cali-fornia Senate Bill 1183 shows less than 20% probability of exceeding 1 rem whole body exposure at a distance of 10 mile 3 for a PWR accident, categories 1-7. (enclosures)

SMUD has proposed an EOF location at 10 miles from the reactor. There is an extremely low probability that use of this EOF following the majority of Class 9 accidents will result in exposures in excess of the occupancy criteria.

It is SMUD's position, therefore, that HEPA/ charcoal filtration is not required.

We request NRC concurrence in our interpretation.

A timely response would be helpful in our continuing emergency planning efforts for Rancho Seco.
