Enclosed please find a September 22, 1980 letter from the Boeing Company requesting an amendment to its license XUO8302 to add airlines located in

'lew Zealand, South Africa, and the Ivory Coast to the list of ultimate consignees to receive emergency spare aircraft counterweights.

The overall ceiling for all countries would remain at 250,000 pounds.

Before taking action on this license amendment, we would appreciate your v4ws, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export amendment meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-proliferation Act of 1978.

You will note that Boeing has requested expeditious processing of the request to add Air New Zealand to the list as the order is ready for shipment.
