Dear Mr. Arehart:

Your letter of April 8,1980 to Eula Bingham of 0.S.H.A. has been submitted to us for a reply.

Thank you for preparing a proposal to monitor biota in the vicinity of TMI and for your concern for the environment and the responses of some citizens as a i

result of the TMI accident. We at NRC share your belief that monitoring veget'ation can be useful for detecting certain kinds of environmental impacts.

Because of this the NRC has placed a requirement on Met-Ed for environmental J

vegetation monitoring in the TMI area. This monitoring is performed by a l

private consulting firm for Met-Ed who in turn submit the results to NRC.

It consists of aerial photography using false color infra-red and natural color images taken annually in a 25 square mile area around TMI plus a ground reconnaissance of the Island and areas on both sides of the river.

As you are aware false color infra-red photography is particularly effective in detecting damage to vegetation.

While we appreciate your offer to do a study of the plant life on TMI, and feel that such studies have merit, we believe the ongoing monitoring program is adequate to detect damage to vegetation if it occurs and we will, therefore, l

not be able to support your proposed project. Thank you for your efforts and concern.
