Interagency Agreement No. NRC-02-80-079 Pursuant to the authority contained in Section 205(c) of the Enargy Reorganization Act of 1975, the Nuclear Regulatory Commission (NRC) and the Arms Control and Disarmament Agency (ACDA) desire to entcr into an interagency agreement whereby the NRC will provide fundino in the total amount of $70,000.00 to ACDA in order to jointly fund an unsolicited proposal submitted by Energy, Inc. The total commitment of NRC for obligation to the funding of the proposed contract with Energy, Inc. is
$70,000.00.
Accordingly, the parties hereto mutually agree to the following terms of this agreement:
Article I - Period of Performance The period of performance shall commence on the effective date of this agreement until the end of the period of performance as stated in the contract between ACDA and Energy, Inc. which will be forwarded to NRC upon execution and inco. porated in its entirety as a part of this interagency agreement.
Article II - Scope of Work Under this greement, ACDA will proceed to award a contract to Energy, Inc. for Phase I of the Energy, Inc. unsolicited proposal to design, assemble, test, demonstrate, and operate a Transportation by Sea Verification system (TRANSEAVER) for the shipment of sensitive material utilizing existing REC 0kER hardware and software components together with MARISAT/INMARSAT system elements and other interfacing and operational equipment.
NRC will have representation at all meetings between ACDA and Energy, Inc.
which involve the resulting contract.

- Article III - Obligation of Funds Funds in the amount of $70,000.00 are obligated hereunder and chargeable to the following appropriation data.:
Appropriation Fin Number B&R Number Symbol B-7302-0 50-19-02-02 31X0200.500 Article IV - Billing Instructions In order for ACDA to receive an advance payment in the amount of $70,000.00, ACDA should forward a completed Standard Form 1081 in an original and three copies upon execution of this agreement to the following address:
U.S. Nuclear Regulatory Commission Office of the Controller Washington, DC 20555 Article V - Reporting Requirements The reporting requirements shall be as stated in the contract between ACDA and Energy Inc. which will be incorporated in its entirety as a part of this agreement. In addition to the task and final reports to be delivered as called for in the ACDA/ Energy, Inc. contract, ACDA shall submit one copy of Energy, Inc. monthly report to the following address no later 'than five days subsequent to receipt of said report by ACDA.
