"~* - PIA *Regaest page two The FOIA provides that if only portions of a file are exerpted from release, the remainder mst be released. I therefore request that I be provided with all non-exempt portions which are reasonable segregable. I, of course, reserve g right to appeal the withholding or deletion of any infornation.

As you know, the FOIA provides that what is withheld in the interests of liational becurity information must have been properly classified pursuant to executive order. Executive Order 12065, section 3-303, states that, in order to withhold information, a senior agency official must " determine whether the public interest in disclosure outweighs the damage to national security that might reasonably be expected from disclosure." I believe that the public's interest in this material outwei hs6 the damage which might follow its release.

I am also requesting that costs for locating and reproducing the information be waived. The amnded Act does provide that you may reduce or waive fees if it "is in the public interest because furnishing the information can be considered as primarily benefitting the public." I believe this requests plainly fits that category because the nuclcar power issue is hi Shly controversial, debated. among all segments of society, and the information requested concerns large numbers 'of individual citizens. I therefore ask you to wave aqy fees. If you rule other-wiss, and if the fees will exceed $25, please inform me of the charges before you fill y reqacst.
