Browns Ferry Nuclear Plant - Site Emergency Plan Implementing Procedure Revision In accordance with the requirements of Title 1 O of the Code of Federal Regulations (10 CFR) 50.54(q); 10 CFR 50, Appendix E; and 10 CFR 72.44(f), the Tennessee Valley Authority (TVA) is submitting a description of changes to the Browns Ferry Nuclear Plant (BFN) Radiological Emergency Plan. The affected document is the BFN Emergency Plan Implementing Procedure (EPIP) named below.
EPIP EPIP-8 Revision 0031 Personnel Accountability and Evacuation Description of Changes and Summary of Analysis Effective Date 11/25/2019 EPIP-8, Revision 31, was revised to rewrite step 1.0[12] in Appendix F to add instruction to dispatch Security personnel to assembly areas without readily available PA speakers in addition to performing a public address (PA) announcement. This change required a change to step 3.6.A.2 to ensure that the instruction given in each step remained consistent. The activity was a change to the radiological emergency plan that was not typographical or editorial in nature. The change did not conform to an activity with prior approval. It was determined that the following planning standards were impacted: 50.47(b)(1) -Assignment of Responsibility (Organization Control), and 50.47(b)(6) - Emergency Communications, 50.47(b)(10) - Protective Response. Therefore, it was determined that the activity could not be implemented without performing a 50.54(q) reduction in effectiveness evaluation. The evaluation determined that the activity continued to comply with the requirements of 50.47(b) and 50 Appendix E, and did not constitute a reduction in effectiveness.
Therefore, the activity was determined to not need prior approval and was implemented.
U.S. Nuclear Regulatory Commission Page 2 December 13, 2019 EPIP-8, Revision 31, was also revised to implement a number of changes that were screened collectively because they were all editorial/typographical in nature. This activity was determined to be a change to the radiological emergency plan; however, because the changes were determined to be editorial/typographical in nature, the activity was allowed to be performed without performing a 50.54(q) reduction in effectiveness evaluation.
