Secretary, U. S. Nuclear Regulatory SEP Commission Attention: Docketing and Service bisnch Ch h %

Washington, D. C. 20555 6
W
Dear Sirs:
4 It is my belief that the U. S. Nuclear Regulatory Commission should not have terminated its efforts on the Generic Environmental State-ment on Mixed 0xide (GESMO) fuels. The NRC is an agency independent from the administration policies and the deferral of plutonium recycle by Prosident Carter should not have terminated the technical analysis I
of the pros and cons of this technology. The public has a right to know the advantages or disadvantages of implementing plutonium recycle.
Now that INFCE has detennined that the deferral of plutonium recycle does not prevent weapons proliferation (on the contrary it may well encourage it), the NRC should resume the GESM0 procedures at the earliest date possible. To do othemise would be to deny the public the knowledge necessary to make important decisions which affect its future.
Sincerely,
/
