The attached draft of the Federal Radiological Response Plan contains our line-by-line coments. Although our review focused on application of the plan to problems at NRC-licensed facilities, substitute language which we suggest l

1s meant to apply to any radiological problem.

We attempted to review the draft from the point of view of iomeone unfamiliar with details of its evolution; in that respect we have the following general i

coments:

The plan as drafted assigns control of most activities and information to DOE through its leadership of the response teams. When applied to problems at nuclear power plants, this may provoke renewed concern about the nuclear energy promoter (DOE) once again being responsible for protecting the public.

We have suggested some changes, but you should consider including a succinct description of your emergency management concept.

There is quite a lot of repetition between Subparts C and D.

You might I

consider shortening Subpart C to discuss only the organization (and, perhaps, the management concept mentioned above), leaving most details of responsibilities to Subpart D.

3.

The use of " assess" and " evaluate" appears to be inconsistent with their defi-nitions at various places in the draft. We have suggested changes which you should review carefully because they may affect some of the duties you had in mind. The word " coordinate" is also too nebulous to be used so often without definition, so we suggest one.
